Yes. Telegram automatically compresses any image sent as a "photo" — often reducing quality significantly. To bypass this, either send as a "File" or use ImageSmith to pre-compress the image to exactly the right size before sending.
Telegram recommends images under 1280px on the longest side and under 1,280KB total for photos. For files sent as documents, there is a 2GB limit. ImageSmith pre-sets these targets for you automatically.
